When our software displays a message saying "waiting for restriction to be removed" or "YouTube did not send message", it is because we have received a message from YouTube saying you need to wait before sending again or YouTube is not really sending your message. When this occurs we wait 15 minutes (as a default) before trying again.
We have no direct insight into when/how YouTube restricts accounts. Sometimes, they will restrict for minutes sometimes for hours. We have even seen customers restricted for a day or two. This issue is not a Tube Toolbox issue it is a YouTube issue. This forum post has a link to YouTube forum posts expressing frustration with YouTube's policy -

1. Make sure Tube Toolbox is running and sending messages/sharing videos/posting comments, etc.
2. While one of the messages above is displayed, log into
www.youtube.com and manually try to send the message/share video/post comment.
If the message you posted manually
shows up in your Sent Box wait until the Tube Toolbox wait time elapses and if a message is not sent from Tube Toolbox, email us a screenshot like the one below, tell us the user name you sent your message to manually and let us know you were able to post a message manually but Tube Toolbox is not sending messages. We will investigate.
However, if the message you sent does not show up in your Sent Box,
there is nothing we can do. YouTube is limiting your activity and you just need to wait until their restrictions are reduced. One of the results of using a product like ours is that you are able to send messages all the time. This can cause YouTube to become more restrictive in allowing activity from our account/network(IP) address.
